SAN DIEGO COUNTY GOVERNMENT DOES NOT SERVE PEOPLE OF THE EAST COUNTY (WHERE THE 52ND CONGRESSIONAL DISTRICT IS LOCATED)
        The power brokers of Lajolla and other parts of Western San Diego County see the East County as primarily a place where hicks and biker gangs dealing meth need to be controlled and governed by 'sensible' people from the Western edge of San Diego County. it's a dumping ground for landfill waste, and it's a place where, it's not a problem, to place a new women's jail smack dab in the middle of a thriving town (Santee). Santee residents refer to their town as the lajolla of East County; but Lajolla's spoiled, politically connected residents would never tolerate or even consider allowing a jail to be built on Cove street or anywhere else within ten miles of their abodes.

WEST COUNTY WATER HOGS MUST BE BROUGHT UNDER CONTROL!
        East Counties Agricultural businesses and farming operations are being squeezed out of business, so the growth maniacs of San Diego can keep expanding. East County residents need a congressman who is not tied-in with developers and movers and shakers from San Diego; so we have someone who will stand up for East County residents without fail. If elected. Joe Ryan would not assist and promote growth that damages existing residents of the county, unless and until Southern California's water shortage problems are fixed. That's probably not going to happen until desalination becomes less energy intensive and expensive. Growth without water is akin to societal madness.

FIRE INTEGRATION PLAN DELIVERS CONTROL OVER EAST COUNTY FIRE STATIONS TO WEST COUNTY BUREACRATS AND POWER HUNGRY UNIONS         

       Integration of almost any government functions, sold under the rubric of efficiency, is a system that allows for all power to be taken from communities and consolidated in the hands of non-community members. It works the same on all levels of government. Richard Haass, the President of the Council on foreign Relations, has written a book devoted to integration. Haass even has an integration index in the back of the book where he lists all the entanglements the Globalist have gotten the US tied up in. The premise of the book goes like this: We (the hereditary elites of Europe and the US) can take all power away from elected officials and deliver it into our own hands by integrating governments together - using trade agreements - in order to erode the sovereignty of each affected nation.
        The plan works on the state and county level the same way. Haass details how the only way to make the programs past the electorate is to convince the electorate that the plan is an emergency, and that it must be passed immediately or disaster of some sort will ensue.
       So when Joe Ryan hears Diana Jacobs selling a fire-department integration plan, and she says the sky-will-cave-in soon, if we don't proceed without hesitation, and without even knowing anything about the funding for the consolidation (it will be bonds); he knows what the scam is all about.
       Joe Ryan understands that bond-merchants are going to ruin this country if they can keep convincing our fellow citizens that it's painless and easy to pay for government functions with bonds. The bonds will have to be paid someday, and that's when the masters of usury will start eating up public land. The logging rights to our national forests will be the first thing to go. Those rights will be held in trade for carbon tax credits. It's a scam that will span multiple decades, and it's too big for most citizens to comprehend. If elected, Joe Ryan will help nip, bond-funded integration efforts in the bud.       

JOE RYAN'S PROPOSED SOLUTION:

       A Congressional Representative, acting alone, cannot waive a wand and obliterate the bias and corruption causing East County's residents to get shafted by their County government; but a Congressional representative, who is not tied through his donor base to people of the West County, might be able to use their bully pulpit to rally citizens of the District whenever policies created by West County Power Brokers, unfairly impact East County residents, so that effective opposition can be fostered in affected communities of the East County.

DUNCAN HUNTER GETS LARGE AMOUNTS OF CAMPAIGN CASH FROM LAJOLLA RESIDENTS, AND ALMOST NONE FROM EAST COUNTY RESIDENTS
       Only Joe Ryan can propose or be counted upon to implement a strategy that involves standing up to the power brokers of Lajolla, since Duncan Hunter gets a huge amount of money from wealthy residents of Lajolla, and almost no material contributions from any East County voters or residents.
